Biographical/Historical note
Prior to 1959 the Youth Employment Service was administered by the Ministry of Labour and National Service. In this year, the Education Committee of Monmouthshire County Council took on this function, under powers given to it by Section 10 of the Employment and Training Act of 1948.
The aims of the Youth Employment Service were threefold: to provide careers guidance to young people, place them in employment, and to review their progress. For administrative purposes, the service was divided into geographical areas, each of them with several employment bureaux and under the control of an area youth employment officer.

Monmouthshire Education Committee, Youth Employment Service: Report on the Work of the Service, 1 October 1963-30th September 1964. This was the fourteenth report produced by the Service.
